VST Sizing Issue

For me, Inside FL Studio 10.0.9 the VST3 versions of Oberheim SEM open to the main interface and is sized correctly.  The top panel automatically opens however when starting the VST2 versions of the plugins.  After closing the top panel the window is a bit short for the entire interface.
