How does the MIDI Out work non-USB?

Does the MIDI OUT of the Arturia Keystep send data when hooked up by a MIDI cable, when the USB midi is hooked up as well?

Yes it does.
Currently running https://www.modulargrid.net/e/racks/view/1311723 / www.modulargrid.net, sequencing with KSP and recording with a Zoom (no DAW involved, for better or worse ;) )

Yes, which is particularly useful if you want to run the MIDI Control Center and your DAW at the same time.
You just have to deactivate the Keysteps MIDI In/Out in your DAW. Then you can plug your Keystep's MIDI Out into your Audio Interface's MIDI In and have your DAW receive data through the Audio Interface's MIDI ports. Meanwhile the MIDI Control Center will communicate via the USB MIDI cord.
