Mod Wheel issues in Logic Pro

I am unable to get the mod wheel to output CC1. It seems to be sending CC7 or some level controller, though when I'm in Logic and looking at the midi in the transport bar midi meter I don't see any value going up and down while I change the mod wheels position.

I can get the CC1 to work if I select midi channel 2 as the channel to send on, and then set up the instrument input channel to 1 in Logic's track inspector box (this forces Logic to now make all midi values received to midi channel 1).

I have looked all over the forum and don't see anyone else with this issue, so I can assume it's either just my system, or that no one used the mod wheel to open and close filters in their synths (I do all the time).

Anyone else seen this, and what was your solution.
