Arpeggiator SWING stuck on?

Hello! Although I don't currently own one, I have a chance to purchase one that seems to have its' arpeggiator on permanently. The current owner says the firmware has been updated already. Any thoughts? Sound like it's a definite hardware issue?

I didn't post the correct thing. The swing is stuck on whenever the arp is engaged! Not the arp itself.

it could be one of the internal ribbon cables not properly connected.
