No, This is not a bug. 

There are 2 parameters, 1 for the synced rate which takes values like 1, 1/2, ... and one for the non-Synced rate, which has values in Hz.
As One is continuous and the other is not, and because you use it in two different ways, we prefered to have 2 parameters. So users can use these properly in a host.

For this reason, there is 2 CC, because the parameters are different.
