I don't know of such an issue with ASC.
Have you tried to reinstall ASC?
I have tried re-registering the .dll fill in command prompt to no avail.
When you did this, then did you choose to run the prompt as administrator, even if you allready was logged in on a administratior account? If not, then try that.

Have you also run a sfc /scannow also as administrator as above?
If nothing of this work, then i suggest you contact Arturia support through your Arturia account. But to me it look like an issue on your system.
