Expression Pedal calibration...

I have  an EXP pedal hooked up that goes to 127 but the lowest it goes to is 13, so I go to the settings and modify it the 13-127, and now on the display it reads 0-127, does this mean it will REALLY send a 0 value, or is that setting just for the display only?
