Spark CDM Step Select problem

I'm having an issue that is probably super simple but so far I can't figure it out.

When I first start Spark in stand alone (also happens in host as a VSTi) and clear a pattern, I can manually set the steps for a given selected pad from my CDM (hardware).  However, if I select a new kit or erase a song, pressing a step only puts the current step position where on the step I press, it doesn't add/remove a pad event.  This behavior happens to both the hardware input and the software interface.

Is there some setting that flips between using the step buttons as location and trigger event?
