Moving note encoder triggers synth - should it?

Sorry if this is a really dumb thing, but its ages since I used my BSP.

When I hook up via MIDI to a synth (eg a 0-Coast or the new East Beast), select SEQ1 or SEQ2 on the right channel, but with the SEQ inactive, changing the value of any of the note encoders triggers the synth.
(This is NOT me touching the pads)

If I change the encoder function to Gate or Velocity then move an encoder it doesn't trigger the synth.

In fact you can almost "play" the synth using just the encoders.

If I trigger the SEQ or go into Control Mode, then it doesn't happen: I can move the encoder on an inactive step and there's no sound.

is this normal? I don't recall it happening before. Maybe I've just forgotten that  this is how it works, but I'm sure not.

Have I inadvertently set something when I was last in the MCC maybe?

The other odd thing is it doesn't seem to happen if I hook it up to a Volca Kick.
