When in whole mode only the upper voice is used, the lower voice would actually follow the same commands of the upper. The lower hold button would not do anything anyway.
If you want the lower to hold you would need to assign the same patch to the lower in split mode I think.
Pressing hold in dual mode turns on both hold buttons as the upper and lower are stacked.
