Midi Notes w/ Velocity Value 10 or less do not produce sound

I have an external midi controller, one where the velocity curve is not adjustable.  I notice when the velocity drops below 11, no sound gets produced.  Is there any way you can make the minimum value for a note to sound to 1 instead of 11?  The current setup makes me miss notes when I'm playing softer.
