There are numerous cover bands Pink Floyd around the world, many keyboard players who use VSTs, but no one has the initiative to share their patches for those who are starting. What's the problem ?

A problem is it takes time to imitate sounds. So why share for free? Do you share? Do you do anything for those who share? As you can see in the preset Forums, then not many have shared over the years.
A preset also have to be processed anyway. Perhaps people create them for them selfes.
But you can try the sounds i have used time to do and uploaded in the Mini V zone:

I don't think Pink Floyd have ever used a Moog Modular, but i don't know for sure.
