If I buy an eLicenser dongle can I transfer the license back to the hard drive?

Hello,

I'm wondering if it's possible to move my licenses to a dongle for backup, like if I need to reinstall Windows or change hardware, and then transfer them back to the software eLicenser so I don't have to have a dongle plugged in while I'm composing.  Or is the move to the dongle only one-way?
