Implement "Pocket Dial" Relative CC Support

"Pocket Dial" uses a completely standard relative CC message system. I think the beatstep should support it (Relative Mode 4?!?!?!) as all daws that dont support the first 3 relative modes will definitely support the Pocket Dial system.

Gol (Didier Dambrin, the main FL Dev) has told me that for the BeatStep to work with FL in relative mode you either send Image-Line a BeatStep (which you should, come on guys, you should send everyone your hardware!) or you implement the generic relative midi CC sytem as implemented by the "Pocket Dial" for the good of all DAWs.

I really want to use my BeatStep with FL which is now obsolete.

If relative MIDI data transmission is used only increment / decrement information is sent by Pocket Dial.

"data increment", that's as old as MIDI, it SHOULD have been used for this, but FL & Doepfer are the only ones supporting it.
