Depending on your OS, this could also be a driver issue. What about the MCC, is it detecting the controller? If not, unplug the controller and uninstall the device in your device-manager (Windows). There are usually two devices related to the controller:
1. USB Composite Device
2. USB Audio Device
Uninstall both and then plug in the controller again.
If you can't find them, you have to click view and show hidden devices.
If you still can't find them, use a third party device manager. I recommend the Device Remover by Kerem Gümrükcü. Google for this tool, install it, start it, click Display Mode and show all on System detected Devices. Then you can remove the related devices and install them new.
