ok I can confirm that problem on 1.6.1.1.
It happens when you come from a project with analog (no samples) sounds.
It will be fixed in the upcoming 1.7.

ok.
It seems that it is a bug of the "New Project" button in the Library Panel.
It will be fixed in the upcoming 1.7.
