Why can't the pitch bend range be set to 0?

Why can't the pitch bend range be set to 0? Is it a fault it can't?
It would be nice if it was possible to set the pitch bend range to 0, as you then could use the filter bend without changing pitch as an option that can save the modwheel for other purposes is you don't need any pitch bend.

Bumping this to second it, seems like a really easy thing to add (purely software?) and would essentially allow for using the pitch bend strip as a second mod wheel...

At the time i stated this topic, then i did'nt think about the 4 keyfollows. You can switch pitchbend on and off for each of the  4 keyfollows, so there is a way to have no pitch bend, and actually a very detailed way. You can even reverse the pitchbend for each keyfollow.
(You can btw also control Portamento settings individually for the 4 keyfollows.)
