Licence Transfer To New User

I now have the V Collection 3 but also bought Sem V when it first came out so  I have 2 copies of it.  Can I sell one and how do I transfer the licence to the new user.  Should I supply the spare licence on a USB device or can the new user download the licence from Arturia.
