How exactly does the attachment of presets work?

I've seen references to uploading presets, and needing to use the attach feature, and moderators saying maybe the attaching feature is not working...

What is the actual story to uploading presets? Should I be seeing some attach command or control? I'm searching the ui for something that hints at attaching, but cannot see it.

They seem to have abandoned the feature in their typically dignified manner....

I'm looking around to see if there's a free server I can link to from here.

why not upload them at KVR that is what I would do.
