I purchased a Spark from someone who acquired it via storage liquidation. It came with all it's components, but it seems as though the original owner never removed it from their registered products on their account. I have the Serial number and unlock code, but I cannot register it.

Can anyone help?

you bought the controller, not the plug-in software, yes?

since the person who sold it to you is not the original user of the spark, there's no way of knowing that that guy isn't still using the software

you might be out of luck
