Unless it is very easy for Arturia to convert VST2 to VST3 I would not expect them to release a VST3 version of Spark.
It is a nine year old VST that has not had any update to it in over four years, except for last year's Apple ARM version.
You only have to look at it to see it is all-but 'abandonware', with a UI and UX straight out of V Collection 4, which was the last V Collection it was sold with.
