Encoder position recall - software dependent?

Hi all, I'd like my encoders to turn a value without skipping the value based on where the encoder is set to at the start of the turn. Is this software dependent?
E.g. I go to turn Cutoff, and because the encoder was previously turned all the way to the left on a different program, it immediately skips 'cutoff' to the far left setting.
This really screws up my performances, so I was wondering how to change it to make the encoders pickup / detect where the setting is and simply match it and turn FROM that value, instead of skipping.
