where do you find instructions on how to use the expansion packs with the spark?

Just install it and it will be added to your factory library.

Jist to add to Kevin's comments:  yeah, they are simply an EXE file.  After running the EXE, Spark will have the new kits.  For example, if you install the rather excellent (and free) French Nu Touch Vol.2, you will get two new kits:

1. Heavy Cross
2. Uppercut
